The Dairy Roadmap has introduced a new set of environmental targets for UK dairy processors covering greenhouse gas emissions, water management, and packaging. The updated programme places a series of reporting and planning deadlines on processing businesses as the industry moves beyond broad efficiency commitments towards measures that can be tracked at company and site level.
The targets have been developed through the Processor Working Group and sit within the wider Dairy Roadmap, which has operated since 2008. The programme now brings together farmers, processors, retailers, wholesalers, and foodservice businesses, giving environmental performance across milk production and processing a common industry framework.
Processors enter the next phase from a materially different baseline from 2008. Roadmap figures indicate that energy consumption per tonne of milk processed has fallen by more than 30%, while water use has fallen by more than half. Packaging use per tonne has dropped by more than 60%, more than 90% of processor waste is recovered or recycled, and less than 2% is sent to landfill.
The new measures are intended to turn those aggregate improvements into more defined company commitments. All processors are expected to estimate and report Scope 1 and 2 greenhouse gas emissions, with businesses progressing towards targets approved through the Science Based Targets initiative.
Small and medium-sized processors are expected to undertake the SBTi process and present it to their boards by the end of 2026. The Roadmap then expects processors to have approved Scope 1 and 2 targets by the end of 2027. Larger organisations face additional requirements around Scope 3 emissions, including emissions connected with agricultural production and the wider value chain.
That creates a significant data requirement for dairy businesses whose direct factory emissions are only part of the total footprint of their products. Boilers, refrigeration, electricity, and process heat can be measured at plant level, but Scope 3 accounting extends into milk production, packaging, ingredients, transport, capital goods, and other purchased inputs.
Water moves from efficiency to local risk
The water programme similarly goes beyond a single industry-wide efficiency figure. Processors are expected to measure water use within their operations and undertake assessments capable of identifying local water risks, with action plans then developed against those risks.
Dairy plants use water throughout production, including cleaning-in-place systems, pasteurisation support, cooling, boiler operations, ingredient preparation, hygiene, and effluent management. Reducing litres consumed per tonne of milk remains useful, but a plant can become more efficient while still facing exposure to local abstraction pressure, drought, wastewater constraints, or tighter discharge requirements.
The Roadmap’s existing processor data shows that water efficiency has improved substantially over the life of the programme, while raw-effluent performance has also improved. The next tranche of savings will increasingly depend on site-specific engineering rather than straightforward behavioural measures.
That could include optimising cleaning cycles, improving final-rinse recovery, segregating cleaner water streams for reuse, upgrading treatment systems, reducing leaks, or changing process scheduling to minimise unnecessary washdowns. Dairy factories cannot pursue water reduction independently of microbiological control, however, so any change has to preserve validated hygiene performance.
Packaging targets create another set of operational decisions. The programme aims to eliminate unnecessary single-use plastic, increase recycled content, and improve recyclability, while asking processors to use certified paper and card and consider the waste hierarchy when selecting materials. Dyed plastic bottle caps are also targeted for removal from consumer packaging by 2030.
Those requirements interact directly with filling-line and packaging performance. Changing the weight, polymer composition, recycled content, closure colour, or paper specification of a pack can affect line speeds, sealing, bottle handling, barrier properties, print quality, product protection, and supplier qualification. A technically recyclable design is of limited use if it performs poorly through filling and distribution.
The industry therefore has to balance environmental targets against food safety and manufacturing reliability. Recycled-content targets depend on suitable food-contact material being available at the required quality and price, while packaging reduction cannot compromise shelf life to the point that additional food waste outweighs the material saving.
The Roadmap’s broader governance gives the processor targets more weight than isolated corporate pledges. Dairy UK, AHDB, the NFU, processors, retailers, and other supply chain organisations are represented within the programme, creating a common set of reference points even though individual companies will continue to choose their own capital projects and operating methods.
Those projects will increasingly be judged against specific deadlines. Emissions accounting, science-based target submissions, local water-risk assessments, and packaging changes all require data collection and internal approval before physical investment begins. In large processing groups, the work has to be repeated across plants with different equipment, utility systems, water conditions, and product mixes.
After more than a decade of relatively broad efficiency gains, the refreshed Roadmap is pushing that work closer to the factory floor. The next indication of progress will come from whether processors can translate common targets into measurable reductions at individual sites without shifting environmental burdens elsewhere in production.
