British Glass and companies across the food and drink supply chain are pressing for changes to the UK’s packaging extended producer responsibility regime, arguing that weight-based charges are pushing the economics of glass away from domestic manufacture and towards lighter packaging materials.
The dispute is centred on the way packaging waste costs are allocated. British Glass says glass accounts for less than 5% of packaging placed on the UK market by volume but bears around 30% of total pEPR costs. That imbalance follows from a charging structure in which material weight remains a major component, leaving a glass bottle or jar exposed to a higher per-unit cost than a lighter plastic or metal equivalent even where recyclability is strong.
The sector has been warning about the effect for more than a year, but the issue has become more immediate as final fees move through producer budgets. British Glass has repeatedly argued that the current structure risks encouraging brands to change material simply to reduce compliance costs. Its earlier industry survey found that 43% of brands and retailers questioned were considering switching away from glass, with plastic the preferred alternative among most of that group.
For food and drink producers, the comparison extends beyond the fee itself. A change from glass to plastic, metal, or another format can affect filling equipment, closure systems, pasteurisation conditions, labelling, inspection, secondary packaging, pallet patterns, shelf life, oxygen ingress, product compatibility, and breakage rates. Established glass lines therefore carry substantial technical inertia, particularly where jars and bottles have been qualified around specific thermal processes.
New products and planned line replacements create more freedom. Where a business is already redesigning a pack, changing a filler, or moving production between sites, the additional pEPR cost can become another input in the material-selection model. Once that cost reaches several pence per unit, it can influence procurement decisions even when the alternative format brings its own technical compromises.
Glass manufacturers face a different operating problem. Container furnaces are continuous assets designed to run for long campaigns, and demand reductions cannot be managed as easily as stopping an individual converting line. Lower utilisation affects furnace economics, cullet consumption, energy use per unit, staffing, and the case for future rebuilds. The exposure is concentrated geographically because a significant share of UK container-glass manufacturing sits in northern England.
British Glass has also linked the policy to import competition. The association argues that empty containers imported from lower-cost markets can absorb the additional compliance burden more easily than domestic production, while UK factories continue to carry energy, labour, and capital costs associated with running high-temperature continuous furnaces. Provisional anti-dumping duties introduced in September on some Chinese container-glass imports illustrate how trade and packaging policy are now colliding around the same industrial base.
The government has acknowledged the industry’s concerns. Defra has continued engagement with British Glass and other stakeholders, while debate has widened across Parliament and the food and retail sectors. Recent reporting has also pointed to consideration of temporary relief for glass, including a substantial fee reduction, although no final intervention has yet been established.
Any adjustment will have distributional consequences. The total cost of household packaging waste still has to be recovered, so reducing the burden on one material changes the allocation elsewhere unless the underlying cost base is altered. Plastics, aluminium, fibre formats, and composite packs each have their own recycling and collection economics, making a simple material exemption difficult to reconcile with a scheme intended to remain broadly neutral.
The food sector is already dealing with a growing stack of packaging obligations. Recent packaging accountability work has shown how recyclability evidence, material data, and compliance systems are moving closer to routine production and procurement decisions. EPR adds a direct financial signal to that technical work, and glass exposes how blunt that signal can become when weight dominates the calculation.
The policy also interacts with deposit return. In England, Scotland, and Northern Ireland, glass is outside the planned DRS for drinks containers, while plastic bottles and metal cans will incur separate scheme costs when DRS begins. British Glass argues that this could rebalance some of the current disparity, but the timing gap between pEPR and DRS leaves producers making packaging decisions before the full cost picture is settled.
That uncertainty complicates capital planning. A beverage company considering a new filling line needs to choose container formats years before the asset reaches the end of its life. A glassmaker planning a furnace rebuild faces an even longer horizon. Short-term fee advantages can therefore shape investments whose operating lives extend well beyond the current policy cycle.
Food manufacturers cannot wait for every policy variable to stabilise. Packaging cost models now need to include pEPR exposure alongside material price, transport, line efficiency, product protection, recycled content, and likely future DRS charges. The resulting comparison may still favour glass in many applications, particularly where barrier performance, premium positioning, and established filling assets carry weight of their own.
The current dispute has moved beyond a narrow argument over waste charges. It is becoming a test of whether packaging policy can reward recyclability without unintentionally weakening the manufacturing base that supplies the material. If the fee structure continues to push brand owners towards lighter formats before the wider DRS and modulation regime is fully visible, the investment consequences will arrive long before the policy framework has finished settling.
