Mondelez Sheffield enters environmental permit consultation

Mondelez has entered consultation over its Sheffield environmental permit application. The Environment Agency will assess the confectionery plant before deciding whether to grant the permit and what operating conditions should apply.

Mondelez UK Confectionery Production has entered the environmental permitting process for its Sheffield confectionery plant after the Environment Agency published a new application for public consultation.

The application, reference EPR/ZP3722SD/A001, covers the Mondelez Sheffield Confectionery Plant at S6 2AP and was published by the regulator on 5 October.

The Environment Agency will now consider whether the permit should be granted or refused. If approval is given, the regulator will also determine the conditions Mondelez must meet while operating the installation.

Environmental permits provide a formal framework around industrial activities that can affect air, water, land or waste management. Food plants can require controls around emissions and other environmental impacts arising from production equipment and supporting utilities, although the current public notice does not contain enough technical detail to identify which specific activity has triggered the Sheffield application.

The application should therefore not be interpreted as evidence of a particular production expansion, new line or increase in output. The confirmed development is the regulatory process itself, with the Environment Agency inviting representations before reaching a decision.

Mondelez’s Sheffield operation has a long association with confectionery production and is registered under Mondelez UK Confectionery Production Limited. Government records identify the S6 2AP operation as a food manufacturing site, while company filings classify the operator across cocoa and chocolate confectionery and other food production activities.

Large confectionery plants depend on heating, cooling, compressed air, cleaning, ingredient handling and other supporting systems alongside their core production lines. Those activities can create environmental controls and monitoring requirements even where the finished products themselves involve relatively familiar manufacturing processes.

The regulator assesses the permitted industrial activity rather than simply the products leaving the factory. Depending on the final scope, conditions can cover monitoring, emissions controls, operating techniques and record keeping.

Interested parties can submit comments during the public participation process before a final decision is reached. The Environment Agency will consider those representations alongside the technical application and supporting information supplied by Mondelez.

No approval has yet been announced, and publication of the consultation does not mean the permit will necessarily be granted in its current form. The Environment Agency can impose conditions or refuse an application where the required regulatory tests are not satisfied.

Further technical documentation will be needed before the operational significance for the Sheffield plant can be established. For now, the application places the facility into a formal regulatory assessment that will determine the environmental controls applying to the activity covered by EPR/ZP3722SD/A001.
