Germany updates packaging recyclability assessment standard

Germany has updated its national method for measuring packaging recyclability. The 2026 standard quantifies recoverable material by weight and gives pack developers a practical benchmark as PPWR implementation advances.

Zentrale Stelle Verpackungsregister (ZSVR) has published the 2026 edition of its minimum standard for determining packaging recyclability, refining the assessment used to calculate how much valuable material can actually be recovered after a pack enters the recycling system. The new edition was published on 31 August as businesses adjust to the EU Packaging and Packaging Waste Regulation.

The standard was issued in agreement with the German Environment Agency, Umweltbundesamt. The method produces a percentage result for a packaging unit, based on the share of valuable material by weight that can be recovered during recycling after losses caused by the pack’s design are taken into account.

The method distinguishes practical recovery from a theoretical claim that a material is recyclable. Design parameters that prevent materials being separated, or obstruct the subsequent use of recovered material, can be treated as incompatibilities with recycling. Where the relevant incompatibility applies, the packaging unit can receive a zero recyclability result.

The 2026 edition retains the established calculation method while refining the parameters used in the assessment. Some design characteristics have been added, others divided more precisely, and comparable parameters grouped where they create the same recycling outcome. Materials are assessed according to consistent rules, while individual packaging components can be considered separately where necessary.

The information needed for an assessment remains comparatively limited. Users generally need the packaging material, relevant design characteristics such as combinations or barrier coatings, and the associated weights. Only selected parameters require more detailed examination, allowing packaging development teams to test design decisions without turning every initial recyclability calculation into a separate research exercise.

The standard has acquired greater regulatory weight since the Packaging and Packaging Waste Regulation, or PPWR, began applying generally on 12 August 2026. The European framework introduces requirements covering recyclability, recycled content, packaging minimisation, reuse, and substances of concern, while detailed technical provisions continue to be developed at EU level.

ZSVR says the current methodology can already show whether packaging sits above or below the future 70% recyclability threshold associated with the European framework, although the final determination under the PPWR will depend on provisions still to be adopted by the European Commission. A favourable result under the German methodology therefore provides a useful design indicator, rather than an automatic guarantee of future PPWR compliance.

Food packaging makes that distinction particularly relevant because material recovery is only one part of the engineering specification. Barrier coatings, multilayer structures, seals, lids, sleeves, labels, adhesives, and inks may all be needed to protect shelf life, hygiene, product integrity, or line performance. A change that improves theoretical recyclability can create problems elsewhere if it reduces sealing performance, moisture resistance, grease resistance, mechanical strength, or compatibility with filling and packing equipment.

Uncertainty around PPWR documentation and design requirements has already become part of packaging compliance work. Germany’s minimum standard gives developers a more specific calculation tool during that transition: recoverable material is quantified, incompatible design features can be identified, and supporting evidence can be submitted when a new material or formulation should be recognised as a valuable recycling output.

The mechanism for recognising new materials is significant for packaging development. Companies can submit evidence for new materials or formulations instead of waiting for every innovation to fit a legacy classification, which is relevant to barrier systems, coatings, fibre structures, and recycled-content formats whose performance in established recycling streams may need to be demonstrated.

The standard is also expected to retain an interim role in Germany’s approach to the ecological design of system-participation fees. The Packaging Law Implementation Act provides a route for requirements to be set around those fees while the relevant European provisions are being completed, linking packaging design more directly with both compliance and cost.

Component-level decisions will consequently carry more weight as the PPWR timetable advances. A pack built predominantly from an accepted recyclable material can still lose recoverable value because of a coating, label, closure, or incompatible combination elsewhere in the structure. The 2026 German methodology puts a percentage against that loss, giving development teams a measurable constraint to address before the EU’s 2030 recyclability requirements take full effect.
