The European Commission has proposed new hygiene rules that would give meat processors clearer options for storing fresh beef, pork, lamb and other domestic ungulate meat before freezing. The draft would replace the current requirement to freeze such meat “without undue delay” with defined time and temperature combinations, while retaining an evidence-based route for processes that fall outside the standard limits.
Under the proposed amendment to Regulation (EC) No 853/2004, meat intended for freezing could be stored and transported at no more than 7°C immediately after slaughter and frozen within six days. A second route would allow freezing within 14 days where the meat has been held and transported at a maximum of 3°C. Both options turn an open-ended instruction into measurable operating limits.
A third route would allow other time and temperature combinations where the food business can provide scientific evidence demonstrating microbiological safety to the competent authority. That evidence would need to consider the presence and growth of pathogenic and spoilage bacteria, making process validation central to any departure from the two prescriptive options.
The proposal follows a European Food Safety Authority opinion adopted in December 2025. EFSA examined microbial growth across chilling, storage and defrosting scenarios for bovine, ovine and porcine meat, using predictive microbiology models that considered temperature and, where data allowed, pH and water activity. The Commission is using that work to set clearer limits while preserving flexibility for validated processes.
Defined storage windows could alter production planning in plants that combine carcass chilling, maturation, deboning, transport and freezing across several stages or sites. The six-day route gives one boundary at temperatures up to 7°C, while the 14-day route creates additional holding time in exchange for tighter control at no more than 3°C. Operations using another regime would carry a greater validation burden because the safety case would have to be demonstrated rather than assumed.
Temperature records and process-control documentation would consequently become more important where processors choose the evidence-based route. Longer holding periods can affect freezer loading, inventory sequencing and distribution, but the proposal does not relax the underlying requirement to control microbiological hazards. It instead formalises the relationship between storage time, temperature and supporting evidence.
The change could also make compliance easier to audit. “Without undue delay” leaves room for interpretation, particularly where meat passes through several legitimate processing stages before freezing. A defined six-day or 14-day limit gives operators, auditors and competent authorities a clearer reference point, while the alternative route recognises that validated systems may operate safely outside those standard combinations.
The Commission has drawn a boundary around the proposed flexibility. EFSA did not have sufficient data to assess meat from game ungulates or to extrapolate the domestic-ungulate findings to that category. Meat from even-toed farmed game mammals would therefore continue to be frozen without undue delay, with the existing stabilisation period retained where necessary.
That distinction reflects the evidence available rather than a general change to freezing practice across every meat category. The draft is limited to the species and scenarios for which the scientific assessment provided enough data to support defined conditions. Processors handling mixed product categories would still need to apply the correct requirements to each stream rather than adopting one site-wide freezing rule.
The proposal has been discussed with competent authorities from EU member states and with private stakeholder organisations. The Commission says national experts largely supported the changes. The amendment would be made through a delegated regulation modifying Annex III of Regulation (EC) No 853/2004, which contains specific hygiene requirements for food of animal origin.
The draft has not yet completed the legislative process. As written, the regulation would enter into force 20 days after publication in the Official Journal of the European Union and would apply six months later. That transition would give plants time to review chilling and freezing procedures, establish which standard route fits existing operations, and prepare validation where a different storage regime is required.
The practical effect will depend on how processors use the flexibility. Plants operating comfortably inside one of the two defined limits may gain a clearer compliance framework without changing their process. More complex operations could gain room to retain existing validated arrangements, but only where microbiological evidence supports them. The proposal therefore replaces a vague timing instruction with a more measurable system built around temperature control, validation and documented operating limits.
