PepsiCo has recalled affected packs of Doritos Chilli Heatwave after some were found to contain Tangy Cheese product or seasoning containing milk that was not declared correctly on the packaging.
The action covers 180g and 140g packs carrying batch codes GBC 209 184C and GBC 209 185C, with a best-before date of 5 December 2026. Customers with a milk allergy or intolerance have been advised not to consume the affected product.
Although the packaging carried a precautionary statement that the product may contain milk, that wording does not provide an adequate declaration when milk is deliberately present as an ingredient. Precautionary allergen labelling cannot replace the ingredients list.
The incident arose from a mismatch between the intended Chilli Heatwave product and the contents of the pack. Tangy Cheese seasoning, or product carrying that seasoning, entered packaging designed for a variant with a different allergen declaration.
Snack factories commonly produce several flavours through shared preparation, conveying, seasoning, weighing, and bagging systems. Products may use the same base chip, pack size, and equipment while their allergen profiles differ because of cheese powders, milk derivatives, wheat, soya, mustard, or other seasoning components.
Each changeover must remove residual product, clear or clean the seasoning system, withdraw the previous packaging, confirm the next recipe, load the correct film, and align coding data before production restarts.
High-speed packing increases the volume exposed when one of those controls fails. A line producing dozens of bags each minute can release a substantial quantity between the first incorrect pack and detection through inspection, sampling, or a downstream complaint.
Product identity and pack identity must remain connected
Recipe and packaging controls often operate through separate systems. The production schedule determines base product and seasoning, while packaging management governs printed film, artwork, ingredients, allergen declarations, barcodes, weights, and customer formats.
The completed pack is compliant only when both systems refer to the same product version. Barcode scanning can confirm the film reel, while recipe software can restrict which seasoning or bulk product is available to the line.
Vision systems can inspect artwork, code presence, seals, and other visible features, although technology cannot replace physical line clearance. Loose bags, part-used reels, seasoning containers, rework, and product trapped within equipment can remain after the electronic record has changed.
Rework carries particular risk because snack material recovered from start-up, stoppages, damaged packs, or quality holds must retain a clear identity and approved destination. Returning the wrong flavour to production can introduce an allergen even when the active recipe and packaging film are correct.
Seasoning systems also retain material through augers, hoppers, drums, ducting, and extraction equipment. Fine cheese powders can disperse across surrounding surfaces, leaving allergen residues that are not always apparent during visual inspection.
Cleaning methods must account for the physical properties of the seasoning and the accessibility of the equipment. Dry cleaning, controlled vacuuming, dismantling, validated swabbing, and production sequencing may all form part of the changeover depending on the factory and allergen risk.
A related product-to-pack failure led to a chilled pasta recall after the wrong food entered labelled packaging. Although the processing environments differ, both incidents began when the identity of the contents separated from the identity printed on the pack.
Snack portfolios add complexity through multiple formats. One flavour may be sold in several weights, multipacks, promotional designs, retailer versions, and export markets, creating packaging materials that appear similar while carrying different legal information.
Controlled storage and issue reduce the chance of confusion. Film reels should be segregated, identified, scanned, reconciled after use, and either returned to a controlled location or destroyed when obsolete.
Finished-pack inspection provides a final barrier, but periodic manual sampling cannot guarantee the detection of an isolated incorrect pack. Stronger controls operate at each point where product and packaging can diverge rather than relying on a single inspection near dispatch.
Material reconciliation can also reveal inconsistencies. The amount of film, seasoning, and bulk product issued and returned should broadly match the declared run, allowing unusual consumption or unexplained remnants to trigger investigation.
The commercial effects extend beyond the recalled quantity. Retailers must withdraw stock, technical teams review production records, unaffected batches may be held, and the manufacturer must identify how far the error travelled through distribution.
Allergen incidents carry greater risk than an ordinary quality defect because customers depend entirely on the label when deciding whether a food is safe to eat. Tangy Cheese seasoning cannot be identified reliably from the outside of a sealed Chilli Heatwave pack.
The investigation will need to establish whether the failure began with scheduling, seasoning supply, line clearance, rework, film selection, coding, or final verification. Corrective action should close the route by which the mismatch occurred rather than add another check after the point of failure.
Automated production repeats a controlled process efficiently, but it repeats an uncontrolled error with the same efficiency. The connection between recipe, product, film, and allergen declaration has to remain intact at every changeover and restart.
