Warburtons has confirmed that the May fire at its Burnley bakery began when raw potato cake mixture was accidentally discharged onto a hot plate and continued burning after production had stopped.
Lancashire Fire and Rescue Service concluded that the incident was accidental. The material remained on the heated surface and burned through the night before developing into a blaze that required a substantial emergency response during the morning of 4 May.
The site was evacuated and production interrupted while crews brought the fire under control. Potato cakes subsequently disappeared from availability for several weeks, although manufacturing has resumed and the product is expected to return.
Burnley also produces crumpets, sandwich thins, wraps, and soft pittas. Output in unaffected areas restarted shortly after the incident, limiting disruption across Warburtons’ wider bakery network.
The initial assessment of the fire examined the resilience of the company’s bakery network, particularly the difficulty of transferring products made on specialised equipment. Confirmation of the cause now places greater attention on heated surfaces, depositing controls, shutdown checks, and overnight monitoring.
Residual heat extends beyond the production shift
Batter and dough lines create distinctive fire risks because ingredients can accumulate on hot surfaces, beneath guards, around burners, or within extraction systems. Oils, flour dust, packaging materials, and dried residues can provide further fuel once ignition occurs.
A deposit that appears manageable during production may continue heating after operators leave. Plates, ovens, fryers, and surrounding structures retain thermal energy after electrical or gas supplies have been isolated, allowing trapped product to carbonise gradually.
Effective shutdown procedures therefore require physical inspection rather than confirmation that the production schedule has ended or the equipment has been switched off. High-risk areas need to be accessible, visible, and assigned to a named operator or engineering check.
Automated depositing improves weight control and reduces manual handling, although a fault can release a larger quantity of material before intervention. Pressure, flow, position, weight, and temperature sensors can identify abnormal conditions, provided the failure modes have been considered during design and validation.
Cleaning regimes must include spaces that remain difficult to see during ordinary operation. Guards, transfer points, drip trays, extraction paths, and areas beneath heating equipment may retain product even where the principal food contact surface appears clear.
Fire resilience also depends on the way utilities, controls, and production zones are separated. Physical compartmentation, protected electrical systems, spare tooling, recipe backups, and alternative manufacturing routes determine how quickly output can restart after an incident.
A multi-site bakery may still struggle to transfer a particular line if its plate geometry, fermentation profile, cooling system, handling equipment, or packaging format is unique. Available factory space and labour may also prevent another site from absorbing the lost volume without disrupting its existing products.
Warburtons is continuing a £100 million investment programme that includes two new crumpet lines at Burnley, additional capacity at Newburn, a distribution centre at Biggleswade, and a pancake line at Bolton. The wider bakery and logistics programme will add capacity across production and distribution.
New equipment provides an opportunity to apply the investigation findings through layout, access, detection, shutdown logic, extraction design, and maintenance planning. Commissioning alongside live production will require equivalent control of temporary services, contractor activity, and altered emergency routes.
The source of the fire was a single uncontrolled discharge, yet the effects moved rapidly beyond the hot plate. Product availability, emergency response, factory output, and customer supply were all affected, placing the findings firmly within future engineering and operating standards at Burnley and across comparable bakery lines.
